A new vehicle registration system was launched in the Province on 21st November, 2005. A contract for the project was entered into earlier in the year, with EHA Hoffmann GmbH, Germany.

The project places high importance to facilitation of vehicle owners through provision of quality products, efficient services and hassle-free checking of vehicle and owner credentials; made possible because of innovative design and tamper resistant security features incorporated in the number plates, computerized registration book, computerized 3rd number plate (wind screen sticker) and the database.

The computerized system provides for enhancing the administrative efficiency and revenue collection capacity of the Excise & Taxation Department, through re-engineered and IT-enabled work flows, business processes and proactive reporting and management features.

The system has been launched in Peshawar with a focus on migrating the data of all vehicles but particularly addressing those vehicles which were registered over the past two years but not issued number plates.

From January 2006 onwards the system would be progressively extended to cover all Districts of the Province. The Districts will be connected to the centralized database located Excise & Taxation Directorate, Peshawar, enabling consolidated reporting and management functions.

Another unique feature of the new system is that original documents of the vehicle will be handed over for safe custody by the vehicle owner, while scanned and archived versions will be maintain by the Excise & Taxation Department. This is a further feature which places high importance to citizen facilitation and protection against tampering or loss of vehicle and ownership documents.

The computerized system and verifiable security features of the number plates, passport style registration book and 3rd number plates are designed to lay the foundation for further integration with stakeholders involved in related functions connected with vehicle and driver, such as the traffic policing, vehicle and driver offence ticketing, environment protection, vehicle fitness certification, tolling and urban transport management. Such an integrated approach aims to provide the Province with a modern and international standards traffic and urban transport management system.
